HPD Was dispatched to the Northloop Service Road At Ella Blvd about a Vehicle blocking a moving lane of traffic, Upon arrival officers realized a male subject was passed out behind the drivers seat , Driver was removed from vehicle and taken to a near by parking lot where a Field Sobriety Test could be further administered , Driver was eventually arrested for operating a motor vehicle while being intoxicated . Another Danger removed from roadway , Thanks to the Houston Police Department.
